First section of new standard

Seems to me we need an initial, traffic control paragraph that routes people unambiguously to the section(s) relevant to thier project and no other:

A) Tier 1 outdoor SFR/ Negative Declaration

B) Tier 2 outdoor gw/ Permitting and inspection process for gw irrigation that does not meet negative dec reqs,

C) Tier 3 outdoor combined waste

D) Tier 1 SFR Indoor graywater cascading (sudssaver, toilet hand wash, rain to toilet, rain to laundry...)

E) Tier 2 SFR indoor (treated greywater for toilet flush, laundry)

F) Recycled water

Are possible regulatory categories.

Rationale:

There may be one turbidity standard for E, another for F, and none for the others.
Purple pipe
may be required for B, C, E, and F, advised for A, and irrelevant to D.
etc., etc.

There needs to be some clear way of showing where a given requirement applies and where it doesn't. This could be summerized in a table.
